The effectiveness of Shanxi provincial expressway cooperation mechanism for deepening inter-provincial coordination is highlighted

From June 27 to July 8, after more than ten days of Shanxi Province and Shanxi Province deepening inter-provincial high-speed information sharing and coordinating linkage mechanism, only Luliang Expressway in Shanxi Province and neighboring Shaanxi Wujing Expressway jointly issued road accidents and traffic. Information on road conditions such as control was used 83 times to jointly resolve six provincial-level congestions. The G20 high-speed inter-provincial linkage has achieved remarkable results. New progress has been made in the implementation of the framework of the joint coordination meeting of highways in Shanxi, Shanxi, and Shaanxi and further improvement of expressway information services.

In recent years, the relevant expressway operating units in Shanxi Province have carried out road link collaborations with neighboring expressways in neighboring provinces, and gradually explored the experience of coordination and linkage in road sections. In October 2012, the preliminary framework for the joint coordination meeting of highways in Shanxi, Shanxi, and Shaanxi provinces was initially established, which promoted the exchange and cooperation of provincial road networks. On June 27, 2013, the Provincial Executive Management Bureau and Shaanxi Jiaojian Group further deepened the inter-provincial coordination mechanism of Shanxi and Shaanxi Provinces, and adhered to the principle of “responsible for the territory, dynamic renewal, rapid response, accuracy, and high efficiency” and targeted the G20 highways. Due to complicated road conditions, changing climate along the route, and frequent congestion, we have formulated measures to deepen linkages. The first is to establish a permanent organizational structure and set up a leading group for information linkage; the other is to improve the joint conference system and hold inter-provincial coordination and coordination meetings every six months; the third is to establish a normalized timing exchange mechanism for information on traffic operations in Shanxi and Shanxi, and to normalize daily information. Timing interoperability; fourth is to establish a mechanism for emergency information notification and emergency response coordination, implement interactions between information and emergency response coordination and operation and management of expressway networks, and emergency handling of emergencies such as severe weather and natural disasters. The fifth is to establish a joint emergency response and interaction mechanism. The Shaanxi provincial and Shanxi provincial linkage emergency plan is divided into four levels. In the event of an emergency, the two parties should exchange information, support each other, rationally handle and reduce the impact. The sixth is to establish the guidance of vehicle travel routes in the event of emergencies, timely release real-time road conditions, timely diversion guidance, and evacuation of inter-provincial regional vehicles.

It is understood that in the second half of this year, the Provincial Senior Management Bureau will also comprehensively deepen inter-provincial high-speed information sharing and coordinating linkage mechanisms with neighboring provinces and regions such as Hebei, Henan and Inner Mongolia to raise the level of freeway travel information services.
