On July 4, 2013, information was disseminated from the China Rubber Industry Association. Entrusted by the Ministry of Industry and Information Technology, the China Rubber Association will organize the development and research of the "Tire Industry Access Requirements" (hereinafter referred to as "Entry Conditions"). The China Rubber Association will submit the "Admission Conditions" report to the Ministry of Industry and Information Technology at the end of July. It is reported that the Ministry of Industry and Information Technology plans to formally issue the "access conditions" in August. The "admission requirements" was revised and formulated on the basis of the Tire Industry Policy issued by the Ministry of Industry and Information Technology in 2010. The Ministry of Industry and Information Technology hopes that after the issuance of the “Entry Conditionsâ€, the local ministry of tires will be approved by the local industry and credit department and reported to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology will organize the industry experts to press the “Notification Application for Admission of Tire Manufacturersâ€. The contents were approved and finally approved by the Ministry of Industry and Information, and the enterprises that meet the "Entry Conditions" were subject to announcement management. Tire companies entering the announcement will be able to enjoy the support of national policies and banks in order to achieve the goal of eliminating backward production capacity, suppressing excess production capacity and changing market supervision. On July 4th, the China Rubber Association convened some tire companies, rubber engineering companies, and experts from the National Round Calibration Committee. They organized early discussions on the "access conditions" and proposed amendments. Experts agreed that the new “Entry Requirements†should be made understandable and operational, and truly play a regulatory role in the development of the tire industry. The “Entry Conditions†will add specific standards for the quality of green tires and tire products, increase the specific requirements for energy and resource consumption of tire manufacturers, and the emission limits for water pollutants, air pollutants, and odor pollutants. Value requirements; proposed tire companies must implement the "three guarantees" policy, as well as the recall of defective products and so on. In addition, it also proposes to establish a star management model for tire companies that have reached the standard, that is, the more stars they receive, the higher the company's product quality credit rating. It is understood that the China Rubber Association will convene major domestic tire manufacturers in mid-July and discuss the content of the “access conditions†again in a larger range, and finally form a report to the Ministry of Industry and Information Technology. Experts in the industry believe that the introduction of operative “access conditions†by the state and adopting an announcement management can suppress the current domestic overheated investment and effectively regulate the domestic market. At the same time, it will also promote the transfer of the tire industry, adjust the structure, improve the overall competitiveness, and become the policy basis for guiding the tire industry's healthy and sustainable development, which will help China's tire industry become bigger and stronger.
