While continuously consolidating the cooperation of standards and regulations, China and Germany have also carried out extensive and in-depth cooperation in policy formulation, market promotion, product development and technology research for the development of new energy automobile industry.

In July 2010, China and Germany signed the "Joint Communiqué on Comprehensively Promoting Strategic Partnerships", clearly supporting the establishment of a "Sino-German alternative power platform" and strengthening cooperation in the field of electric vehicles, laying the foundation for cooperation between the two sides. In April 2012, June 2013, and October 2014, China and Germany held three joint meetings of electric vehicle strategic partnerships in Hannover, Germany, Beijing, and Berlin, Germany. The demonstration city cooperation has laid a good foundation. Established docking demonstration cities such as Dalian-Bremen, Wuhan-Beiweizhou, Shenzhen-Hamburg, etc., and accelerated the commercialization and industrialization of electric vehicles.

At the beginning of 2014, the Ministry of Science and Technology and the German Federal Ministry of Transportation further reached a consensus on “continuing in-depth implementation of interactive demonstration of electric vehicles between cities”. Under the framework of established inter-city cooperation, the two sides will promote the interactive demonstration operation of electric vehicles at airports and ports and related research work, and encourage other qualified cities in China and Germany to actively participate in interactive demonstrations. The two sides jointly promote local governments and relevant departments involved in interactive demonstrations to provide necessary support for cooperation in vehicle demonstration operations, facility allocation, and research projects. The partnership also includes the promotion of innovation and demonstration of electric vehicle business models, fuel cell research and demonstration projects.
