Agricultural machinery is an important material basis for the development of modern agriculture, and agricultural mechanization is an important symbol of agricultural modernization. In order to promote the sound and rapid development of agricultural mechanization and agricultural machinery industry, the following opinions are proposed:

I. Guiding ideology, basic principles, and development goals (1) Guiding ideology. Efforts will be made to strengthen the construction of a socialized service system for agricultural machinery, focus on improving the innovation capability and manufacturing level of the agricultural machinery industry, further increase policy support, and promote the sound and rapid development of agricultural mechanization and agricultural machinery industry.

(b) Basic principles.

- According to local conditions, classification guidance. According to the natural endowments, farming systems and economic conditions in different regions, corresponding technical routes and policies and measures are adopted to promote the development of agricultural mechanization in different regions, and to encourage the first place of qualified mechanization in areas where conditions permit.

Focusing on the promotion of agro-machinery agronomy and integration, and major technological breakthroughs in equipment, we will accelerate the realization of mechanization in major grain-producing areas, large-scale crops, and key production links, increase collaborative efforts, and intensify efforts to promote the coordinated development of agricultural mechanization.

- Encourage innovation and improve mechanisms. We will innovate the forms of agricultural machine services, improve the socialized service mechanism of agricultural machines, and increase the efficiency and effectiveness of agricultural machine utilization. (c) Development goals. By 2015, the total power of agricultural machinery will reach 1 billion kilowatts, of which the mechanical power for irrigation and drainage will reach 100 million kilowatts, and the level of comprehensive mechanization for major crops will reach 55%. The level of mechanization of crops such as grain, cotton, oil, sugar, etc. has been significantly improved, and the mechanization of aquaculture, forestry, and agricultural products have been coordinated and advanced. The agricultural mechanization service system has been continuously improved and service capabilities have been further enhanced. A coordinated and effective independent innovation platform for the agricultural machinery industry has been established to form a number of products and technologies with independent intellectual property rights, and some products have reached the international advanced level.

By 2020, the total power of agricultural machinery will be stable at about 1.2 billion kilowatts, of which the power of irrigation and drainage machinery will reach 110 million kilowatts, and the level of comprehensive mechanization of main crops will reach 65%. Among them, the level of mechanization for wheat cultivation and harvesting has reached over 90%, the mechanization level for rice planting and harvesting has reached 60% and 85% respectively, the corn harvesting level has reached about 50%, and the rapeseed sowing and machine harvesting levels have reached 15% and 20% respectively.
