Agricultural machinery is an important material basis for the development of modern agriculture, and agricultural mechanization is an important symbol of agricultural modernization. At present, China is undergoing a crucial period of transition from traditional agriculture to modern agriculture. Accelerating the development of agricultural mechanization and agricultural machinery industry is of great significance in raising the level of agricultural equipment, improving agricultural production conditions, increasing the overall agricultural production capacity, and stimulating rural consumer demand. . In order to promote the sound and rapid development of agricultural mechanization and agricultural machinery industry, the following opinions are proposed:

I. Guiding ideology, basic principles, and development goals (1) Guiding ideology. Deeply implement the scientific concept of development, fully implement the "Promotion Law of the People's Republic of China on the Promotion of Agricultural Mechanization," adhere to the path of agricultural mechanization with Chinese characteristics, focus on promoting technological innovation, organizational innovation and institutional innovation, and strive to promote coordinated development of agricultural machinery, agronomy, and agricultural management methods. Efforts will be made to strengthen the construction of a socialized service system for agricultural machinery, focus on improving the innovation capability and manufacturing level of the agricultural machinery industry, further increase policy support, and promote the sound and rapid development of agricultural mechanization and agricultural machinery industry.

(b) Basic principles.

- According to local conditions, classification guidance. According to the natural endowments, farming systems and economic conditions in different regions, corresponding technical routes and policies and measures are adopted to promote the development of agricultural mechanization in different regions, and to encourage the first place of qualified mechanization in areas where conditions permit.

Focusing on the promotion of agro-machinery agronomy and integration, and major technological breakthroughs in equipment, we will accelerate the realization of mechanization in major grain-producing areas, large-scale crops, and key production links, increase collaborative efforts, and intensify efforts to promote the coordinated development of agricultural mechanization.

- Encourage innovation and improve mechanisms. We will innovate the forms of agricultural machine services, improve the socialized service mechanism of agricultural machines, and increase the efficiency and effectiveness of agricultural machine utilization. Accelerate the construction of a modern enterprise system in the agricultural machinery industry, use the enterprise as the core, build a platform for scientific and technological innovation, and increase research and development capabilities and manufacturing levels.

- Market guidance, government support. Guided by market demand, it will guide the investment of social capital, technology, and human resources, and continue to increase support for the purchase, use of agricultural machinery, and fiscal, taxation, and financial support for the agricultural machinery industry, and mobilize the enthusiasm of enterprises for R&D production and farmers' purchasing opportunities.

(c) Development goals. By 2015, the total power of agricultural machinery will reach 1 billion kilowatts, of which the mechanical power for irrigation and drainage will reach 100 million kilowatts, and the level of comprehensive mechanization for major crops will reach 55%. The level of mechanization of crops such as grain, cotton, oil, sugar, etc. has been significantly improved, and the mechanization of aquaculture, forestry, and agricultural products have been coordinated and advanced. The agricultural mechanization service system has been continuously improved and service capabilities have been further enhanced. A coordinated and effective independent innovation platform for the agricultural machinery industry has been established to form a number of products and technologies with independent intellectual property rights, and some products have reached the international advanced level.

By 2020, the total power of agricultural machinery will be stable at about 1.2 billion kilowatts, of which the power of irrigation and drainage machinery will reach 110 million kilowatts, and the level of comprehensive mechanization of main crops will reach 65%. Among them, the level of mechanization for wheat cultivation and harvesting has reached over 90%, the mechanization level for rice planting and harvesting has reached 60% and 85% respectively, the corn harvesting level has reached about 50%, and the rapeseed sowing and machine harvesting levels have reached 15% and 20% respectively. The above basically solved the key technical problems of sugarcane planting and harvest mechanization. The technological innovation system of the agricultural machinery industry has been improved, key technologies in key areas have achieved breakthroughs, a number of large-scale enterprise groups with international competitiveness and brand influence have formed, and a modernized agricultural circulation system and a complete after-sales service network for agricultural machinery have basically been established.

Promote light, durable, low-efficiency medium- and small-scale farming and plant protection machinery in the southern hilly and mountainous regions, promote the mechanization of production of main grain and oil crops and special agricultural products in hilly and mountainous regions, increase the intensity of irrigation and drainage equipment upgrading, and accelerate the promotion of water-saving irrigation and small drought-resistant equipment. We will strengthen the construction of farmland roads and improve the conditions for agricultural machinery operations and traffic conditions. (7) Strengthen the cultivation of practical talents in agricultural mechanization. Innovative enterprise pilots have tilted their support to agricultural machinery manufacturing companies.

(20) Support infrastructure construction. The water conservancy departments shall do a good job in the planning for the upgrading of irrigation and drainage facilities, popularize the use of water-saving irrigation equipment, and assist the competent department of agricultural machinery in the research and development of large-scale irrigation and drainage equipment. The development and reform departments must implement the basic construction investment that supports agricultural mechanization and the development of the agricultural machinery industry. The financial department must implement the funds for supporting the development of agricultural mechanization and agricultural machinery industry, and strengthen the supervision of the implementation of the agricultural machinery purchase subsidy policy. The business department must strengthen the guidance of the agricultural circulation industry and accelerate the construction of the agricultural circulation system.
