According to reports, there are currently 164 large-sized transportation enterprises in Shanghai, which operate 823 vehicles. There are only 22 enterprises with three or four types of large-sized transportation qualifications, more than five large-sized object transportation vehicles, and mainly large-scale transportation of roads. Less than 15% of the total number of households, most of them are only one type of enterprise with only 1-2 large transport vehicles. The notice stipulates that enterprises engaged in the transportation of large-sized objects should apply to the transportation management department and obtain business qualifications before they can operate; employees must participate in qualification training and continuing education; those engaged in large-scale object transportation operations in this city are in other provinces and cities. The transportation enterprise shall also file with the transportation management department of the city; the large cargo transportation vehicle shall be equipped with the Beidou/GPS dual-mode satellite positioning device with the function of the driving recorder; before the departure, the working site and the running route shall be surveyed to understand the terrain and the bridge and culvert passing along the road line. Capacity and development of transport organization plans including safety technical measures; vehicles carrying non-disintegrable items, the overall size of the goods exceeds 18 meters in length, 2.5 meters in width, 4.2 meters in height, and total mass exceeds 55 tons, which is required on the road. The large-scale object shipper signs the contract with the carrier and checks the carrier's transportation qualification, whether the road administration and the public security traffic management department exceeds the limit, and the overloaded transportation permit before the large-scale object loading; entrust the unlicensed enterprise to carry out the large-size transportation. The shipper has joint and several liability.
It is understood that Shanghai traffic law enforcement, public security, road administration and other departments will implement joint law enforcement on large-scale object transportation, and regularly organize inspections on key cargo distribution centers, freight yards, construction sites and other key areas, and find that it is suspected of violating the Regulations on Road Transportation Management. Licensing matters for large-scale object transportation operations, suspected of violating the "Safety Regulations for Roads" and "Regulations on Urban Road Management" without permission to engage in over-limit transportation, found to be suspected of violating the Road Traffic Safety Law, and carrying out over-limit items are not in accordance with regulations The time, route, speed of driving, and the absence of obvious signs will be transferred to the above-mentioned law enforcement agencies for implementation.
