On March 8, the collective proposal submitted by the Inner Mongolia CPPCC to the General Assembly, "Proposal on Pursuing the Construction of Green Clean Energy Base in Inner Mongolia as a National Development Strategy," was listed as a proposal for the Third Session of the Eleventh National People's Political Consultative Conference. One of the key proposals. This proposal also reflects the voice of Inner Mongolia’s deputies.
The unique advantages of resources in Inner Mongolia determine the unique conditions for its construction of green and clean energy bases. Inner Mongolia is rich in reserves of coal, coalbed methane, natural gas, petroleum and other energy resources. Its carbon sinks account for about 17% of the country's total. It is the province with the highest share of carbon sinks in the country. From the perspective of space resources, Inner Mongolia's wind energy resources technology ranks first in the country in terms of development and utilization, and solar energy ranks second in the country in annual sunshine hours. These natural conditions coupled with the factors of low population and low economic aggregates have enabled Inner Mongolia to have irreplaceable advantages in building green clean energy bases that can form important supporting roles.
Inner Mongolia is adjacent to the northeast, north and northwestern provinces and regions, and borders Russia and Mongolia to the north. This extremely advantageous geographic location advantage determines the breadth of its domestic and foreign energy demand and supply areas. Accelerating the construction of Inner Mongolia’s green clean energy base will become an important fulcrum for China’s economic development.
In addition, the basic and important position of the energy industry in Inner Mongolia already determines the feasibility of building a green and clean energy base. In the traditional energy industry, Inner Mongolia’s coal production accounts for one-fifth of the country’s total. The Ordos Basin is an important national oil and gas resource development and utilization area. In the field of new energy, the wind turbines put into operation on-line in October 2009 ranks first in the country; solar farms with the largest capacity for solar energy in the country have been put into production; and various new energy industries such as biomass power generation are emerging. Therefore, Inner Mongolia timely proposed to increase the construction of green clean energy bases as a national development strategy.
