Since the promulgation and implementation of the “Energy Conservation Lawâ€, the national energy conservation and emission reduction work has further deepened. 2008 is a crucial year for China to achieve the “Eleventh Five-Year Plan†energy-saving and emission-reduction targets. To lay a solid foundation for energy-saving and emission-reduction, we need joint efforts from all fronts across the country. To this end, the State Council proposed at the executive meeting held on June 18 that the central and state agencies should play an exemplary role in energy conservation and emission reduction and building a conservation-minded society.
China's oil and chemical industry is still based on the production of basic raw material-based industrial structure, high energy consumption, pollutant discharge. Moreover, in recent years, China's petroleum and chemical industries have continued to grow rapidly. With such an industrial structure and such a high rate of development, it is not easy to complete the constraints of energy conservation and emission reduction in the “Eleventh Five-Year Plan†industry. In addition to the solidarity and cooperation of the entire industry, we must also open up new ideas and promote effective energy-saving and emission-reduction work through practical and effective measures.
The petroleum and chemical industry is an industry based on technology and advocates energy conservation. Of course, we must start with technology and apply the right medicine. Recently, the National Development and Reform Commission announced the "National Promotion Catalog for Key Energy-saving Technologies (First Batch)", among which eight energy-saving technologies for the petrochemical industry were selected. It is reported that the first batch of selected key energy-saving promotion technologies have advanced features, wide application scope, and large potential for energy saving. The China Petroleum and Chemical Industry Association will regard energy-saving technologies as the most important issue in the promotion of energy-saving technologies in the current petroleum and chemical industries. The series of measures of the National Development and Reform Commission and the Petrochemical Association are undoubtedly the task for the petroleum and chemical industries to complete energy-saving and emission-reduction tasks. They have pointed out the direction and are of great significance for the in-depth implementation of energy-saving laws and the realization of the “Eleventh Five-Year†energy-saving and emission reduction targets.
At present, the high energy consumption and backward productivity of the petroleum and chemical industries are still a real problem. On the one hand, on the one hand, some companies do not have sufficient knowledge of energy conservation and the management level is not high; on the other hand, they are limited by the existing production technology, and the innovation of energy-saving and emission reduction technologies is insufficient. As the state increases efforts to promote energy conservation, people’s awareness of energy conservation continues to increase, and the development and innovation of energy saving and emission reduction technologies are particularly important. What is gratifying is that at present, many companies have committed themselves to the innovation of energy-saving and emission-reduction technologies and have achieved certain results. As long as the entire industry attaches great importance to work together to create an atmosphere and environment for reducing emissions that rely on technological progress to achieve energy conservation, industry energy conservation efforts will continue to achieve new results.
Industry energy saving, the way out is technological progress>
On June 18, the executive meeting of the State Council was deployed at the central and state organs to carry out energy conservation activities. On the same day, the National Development and Reform Commission issued the Implementation Plan for the Report on Energy Utilization Status of Key Energy-using Units, and officially launched the report on energy use status of key energy-using units. On June 19th, as the international oil price continued to climb rapidly, the National Development and Reform Commission announced that it would adjust the prices of refined oil and electricity. All this happened during the National Energy Conservation Awareness Week this year shows that the country is actively and vigorously advancing energy conservation work forward. As a large energy-consuming oil and chemical industry, it is still standing at the "spirit of the storm." With high energy consumption and potential for energy saving, the fundamental way out is to make technological progress.
