The "Planning" pointed out that on the basis of the completion of 400 million mu of high-standard farmland in the "Twelfth Five-Year Plan" period, during the "13th Five-Year Plan" period, it will ensure the construction of 400 million mu of high-standard farmland and strive to build 600 million mu of high-standard farmland. Among them, 230 million mu to 310 million mu were built through land remediation, and the quality of rectified farmland was increased by an average of one grade, and the national basic farmland remediation rate reached 60%. The "Planning" also pointed out that it is necessary to implement a strict farmland protection system, carry out farmland infrastructure construction, and strive to supplement cultivated land. 20 million mu of cultivated land will be replenished through land remediation, and 200 million mu of medium and low cultivated land will be reconstructed through agricultural land consolidation.
The "Planning" also combines farmland construction in major grain-producing areas and land reclamation of major national infrastructures, and proposes 10 major land remediation projects including basic farmland remediation in the main grain producing areas and land remediation along the “South-to-North Water Diversion” water conservancy project.
