Xinhua News Agency, Beijing, February 13 (Reporter Ding Jing, Ni Yuanjin) Beijing held a news briefing on the 13th to clarify that the "National One Country II" light gasoline vehicle will be restricted on the 15th. After implementing the above-mentioned restriction policy, it is estimated that the emission of nitrogen oxides from Beijing light vehicles will be reduced by 15%. As an important precursor of PM2.5, nitrogen oxides have become one of the focuses of air pollution control in Beijing.

In order to control motor vehicle emissions and control air pollution, from February 15th, the national first and second light gasoline vehicles are prohibited from driving within the Fifth Ring Road in Beijing.
“After the yellow label car was basically eliminated, the country’s two cars became the most severely discharged vehicles in Beijing’s gasoline vehicles.†Yu Jianhua, chief engineer of the Beijing Municipal Environmental Protection Bureau, said that the current state-owned two-car ownership accounted for Beijing’s light-duty gasoline vehicles. The amount is less than 10%, but its emissions of nitrogen oxides account for more than 30% of Beijing's light gasoline vehicles, and volatile organic compounds account for about 25%. After implementing the above-mentioned restrictions, it is expected that the reduction of nitrogen oxide emissions will account for about 15% of Beijing's light gasoline vehicles, and the reduction of volatile organic emissions will account for about 12% of light gasoline vehicles.
Harnessing air pollution is an important aspect of Beijing's governance of “big city diseasesâ€. Motor vehicle emissions are the primary contributor to PM2.5 in Beijing. In addition to the restrictions, Beijing has implemented five comprehensive measures.
Let the oil be cleaner. Since 2004, Beijing has formulated and implemented local oil standards that are stricter than national standards. Since January 1 this year, Beijing has taken the lead in implementing the sixth phase of vehicle fuel standards.
Make the new car cleaner. In order to improve the emission standards of new vehicles, Beijing has taken the lead in implementing the fifth-stage emission standards for motor vehicles in 2013.
The "last elimination" system. Optimize the structure of the vehicle, promote the elimination and elimination of high-pollution vehicles with low emission standards in the existing vehicle structure, encourage the use of new energy vehicles, and limit the number of new energy vehicles.
Advocate green travel. Building a subway, improving public transportation, placing public rental bicycles, and defining pedestrian rights... Beijing advocates citizens to travel green and reduce the intensity of car use. The data shows that the proportion of green travel in 2016 reached 71%.
Strict enforcement. According to reports, starting from February 15th, the traffic control department will adopt a law enforcement method combining on-site and off-site for the non-compliance of the country's two-light vehicle, which is 100 yuan per 4 hours. In addition, through the annual inspection of motor vehicles, road inspection, household inspection, remote sensing monitoring and other means to promote vehicle emissions.
At present, the number of motor vehicles in Beijing has reached 5.7 million, and the total amount of pollutants discharged each year is about 500,000 tons. In the local pollution contribution of PM2.5, the annual contribution rate of motor vehicle emissions reached 31.1%, of which the motor vehicle emissions accounted for more than 40% in the heating season. The motor vehicle pollution source has become the largest source of PM2.5 in Beijing.
