"National Four Standards" Announcement

In order to implement the "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution" and strictly control the emission of pollution from motor vehicles, the fourth phase of the "Light Vehicle Pollution Emission Limits and Measurement Methods (Phase III, IV in China)" (GB18352.3-2005) was implemented. Limits (hereinafter referred to as "National Standards"). The relevant matters are announced as follows:

1. From July 1, 2011, all light-duty gasoline vehicles, dual-purpose fuel vehicles, and single-gas fuel vehicles produced, imported, and sold must meet the requirements of the National IV standard.

Enterprises that produce or import these products shall submit an application for the approval of pollutant emission standards to the Ministry of Environmental Protection in accordance with the standards. The Ministry of Environmental Protection shall issue environmental protection type approval certificates to the vehicles that have passed the audit.

2. As an entity responsible for the compliance management of environmental protection production, automobile manufacturing enterprises must establish and improve an environmental protection production conformity assurance system, and submit environmental protection production conformity assurance plans, annual reports and vehicle identification codes (VIN) to the Ministry of Environmental Protection on time. Information, to ensure that the actual production and sales of vehicles meet the corresponding requirements of the discharge standards.

3. The Ministry of Environmental Protection organizes the supervision and inspection of conformity of environmental protection production of automobile manufacturing enterprises. If it finds that it does not meet the standards, it shall be ordered to rectify within a time limit; after the rectification does not meet the requirements, the environmental protection type approval certificate of the vehicle shall be revoked and notified.

Fourth, local environmental protection agencies at all levels must strictly comply with the requirements of the emission standards in the periodic inspections of environmental protection of motor vehicles and the issuance of qualified marks for environmental protection. For vehicles that do not meet the emission standards requirements (abbreviated as "super vehicles"), environmental protection agencies at all levels shall not issue environmental protection inspection marks and cooperate with the public security department to stop its registration in its jurisdiction.

For enterprises that produce, import, or sell vehicles that exceed the standards, the Ministry of Environmental Protection and other relevant departments will punish them in accordance with Article 53 of the "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution."
