On April 14, the “Guidance Opinion on Supporting Hainan's Comprehensive Deepening of Reform and Opening-up” issued by the State Council pointed out that scientifically and reasonably controlling the ownership of motor vehicles, accelerating the promotion of new energy vehicles and energy-saving and environmentally friendly vehicles, and gradually prohibiting the sale of fuel vehicles on Hainan Island.

Although this guidance did not give a specific time plan for the ban on the sale of fuel vehicles on Hainan Island, at the “21st Century Maritime Silk Road Island Economy” sub-forum of the 2018 Annual Conference of the Boao Forum for Asia on April 9, Hainan Province Governor Shen Xiaoming once said that Hainan plans to use new energy vehicles on the island by 2030. At this point, Hainan became the first province in China to announce the ban on the sale of fuel vehicles.

Bloomberg noted that the plan to ban the sale of fuel vehicles on Hainan Island is part of the Chinese government’s promotion of electric vehicles. In order to improve urban air quality and reduce dependence on imported oil, the Chinese government has implemented a new energy production quota system, hoping that sales of new energy vehicles will increase by a factor of seven, and considering bans on petrol vehicles.

In 2009, China surpassed the United States as the world's largest automotive market, and in 2015 became the world's largest new energy vehicle market. Last year, the sales of electric vehicles in China accounted for about half of the world's electric vehicle sales.
